Eligibility Criteria: Commonwealth Scholarship 2024/2025
To apply for these scholarships, you must meet the HEC eligibility as well as the CSC requirements listed below:
To be eligible for the Benazir Bhutto District Toppers Scholarship, you must be a Pakistani or a citizen of AJ&K and a permanent resident of Pakistan or AJ&K. Dual nationalaty not eligible. An applicant for a master’s scholarship must have a first-class bachelor’s or master’s degree in a relevant field of study after 16 years of study.
An applicant for PhD scholarship should have a first class Masters/MS/MPhil degree in the relevant subject of study from 17/18 years back.
Candidate should not have second or third division in their terminal/final degree. Candidates who are waiting for their result can apply.
All applicants are required to provide their HAT test scores. Applicant must have secured minimum 60 marks out of 100 in HAT test. Applicants who appeared for the HAT test on or after 16 October 2022 can upload the results for consideration on the HEC portal and enter their score while filling the online HEC application.
Only HAT General Category Test is eligible for Commonwealth Scholarship Scheme. Specific HAT tests, such as HAT (for FTA Balochistan) will not be considered.
Applications will not be considered for the next stage unless they provide a minimum HAT test score (60 out of 100). Interested applicants who have yet to take the HAT test can register by going to https://etc.hec.gov.pk/.
The HAT score will be the sole determining factor of merit. HEC maintains the right to amend the merit criteria.
Application Procedure for Commonwealth Scholarship
Applicants for the Commonwealth Scholarship must submit their online applications through both the Commonwealth and HEC portals. Failure to submit the application on both websites will result in the HEC not accepting the application. Complete the steps carefully on both platforms to ensure your application is considered.

To apply for Commonwealth Scholarships, students must use CSC’s online application process. Applications not submitted online or after the deadline will not be considered.

After registering and filling out your profile, please select “Study Abroad Opportunities”. After submitting the application, keep the printed copy signed by the applicant.
Before applying, please update your HEC profile with latest email/cell number and information. You are requested to complete and submit your application as soon as possible, as the online application system will be extremely busy in the days leading up to the application deadline.
